Hi zero, -11 is INSTALL_FAILED_DEXOPT which is returned "if the new package failed while optimizing and validating its dex files, either because there was not enough storage or the validation failed."
I'm not sure why the uninstall does not work. You can always wipe the emulator data, that'll fix it. I'd be interested to see the logcat output from the install on a clean emulator.
