As long as no music is playing, there is no data to lock on to.

No.
I know this is not ALSA problem per se, but would like to know if
anybody can explain why this is happening.
The obvious answer is a firmware bug.
I agree with that. Is there any other way to send some short signal to
DAC, other than adding some sort of "start script" in which I would send
a short tone via "aplay"?
