I can recommend Audigy 4 (which is 7.1), you can probably get a used
one rather cheap.
Or, another option, something Envy24/Envy24HT based.

But, if you lack PCI slots, it's going to be hard because it pretty
much limits your choice to Xonar.

If you are willing to go USB, this card might do it:

It works, but only analog. Digital is not supported and probably won't
be. It's also very cheap, less than $20.
