When initially sent, the receiver will expect to receive another Active Sensing message each 300ms (max), or it will be assume that the connection has been terminated. At termination, the receiver will turn off all voices and return to normal (non- active sensing) operation. Maybe my Motif doesn't understand that, or maybe the USB driver is passing along extra bytes that confuse the motif into thinking it's some sort of note-on message. I will have to try acconect-ing the Akai to the Motif through the regular MIDI cable and the Midiman usb<->midi converter and see if the Motif behaves the same. At least I know what the 0xfe is for now.
