Not essentially. It just stores the state of the soundcard drivers
and can be created with alsactl store (man alsactl).
In debian this is done by the /etc/init.d/alsa-utils script
which is called automatically on startup/shutdown to restore/store
the settings, at least if the alsa-utils package is installed.
