Simultaneous with what? Two inputs at once on the same sound card--
probably not, unless you simply combine the two analog inputs before they
go into the soundcard.

If yes under which conditions ? An external sound engine (like jack) is
necessary ?

e.g.
I try to record a simple tone under audacity and want to keep it intune while
looking at fmit output (home.gna.org/fmit).

Simultaneous with output? SUre, that is called full duplex recording, and
depending on your soundcard it is possible.
