How can I change the timer that alsa uses (including for
the OSS drivers)?

I think I found the source of my problem: it seems that the kernel
has turned the sound card IRQ off!! -
dmesg says

    ...
    'irq 3: nobody cared!'
    ....
    'Disabling IRQ #3'

and alsa-lib-1.0.10/test/timer class=3 (which corresponds to
/dev/snd/timer, right?)  results in

   Timer info:
     slave = yes
     card = 0
     id = 'PCM'
     name = 'PCM playback 0-0-0'
     average resolution = 0
   STATUS:
     resolution = 0
     lost = 0
     overrun = 0
     queue = 0
   timer time out!!
   

So, how do I get alsa to use the system timer instead?
(or the real time clock, for that matter)
