Sigmatel AC'97 codecs have some undocumented registers called "CIC"
and "BIAS".  ALSA's driver writes some values to these, but I don't
know what these do, and it may be possible that the Windows driver
knows some hardware-specific tricks to reduce the gain.

Another possibility is that the Windows driver simply uses 0..80% as
full volume range ...  ;-)

I'm not aware of any changes in the driver for the STAC9708/11 that
would affect the volume.
