The module-loading code has been completely rewritten for the 2.6
series kernels (the program is module-init-tools rather than
modutils), and it is a vast improvement.

Module-init-tools includes a script `generate-modprobe.conf' which
automatically generates the new file (/etc/modprobe.conf) from the old
(modutils) setup. This normally means that the upgrade happens
smoothly and invisibly for users. I think that most distributions
have set it up so that this script is run automatically as part of the
process which installs the package.

The new program also interacts smoothly with older (2.4 anyway)
kernels. This is all a most impressive piece of work, it seems to me
(especially the smoothness of the upgrade, which might have been a
very tricky and difficult process). Rusty Russell is the kernel
developer responsible.
