Sorry it took me so long to reply, school's hectic for the last third of the semester. 
 I checked my kernel and neither is enabled.  

Archibald:~# grep -i acpi /boot/config-2.4.21jj.ker 
# CONFIG_HOTPLUG_PCI_ACPI is not set
# CONFIG_ACPI is not set
Archibald:~# grep -i apic /boot/config-2.4.21jj.ker 
CONFIG_X86_GOOD_APIC=y
# CONFIG_X86_UP_APIC is not set
# CONFIG_X86_UP_IOAPIC is not set
