aplay foo.wav Hear anything? Aplay should report the rate/bit depth of the wav file. If it reports errors or doesn't report anything, problems ahead. Be sure that artsd (or other sound daemons) is not running, or if you are a big fan of artsd, you can configure it to use alsa. Sorry, this is not _very_ informative, but for starters.
