Ironically, I've managed to fix the problem with something completely
different
to what I was expecting. I tried the 2.4.20pre8 kernel, with the acpi
patches
(because I wanted to get that working as well.) It seems the acpi patches
have
a lot of PCI tweaking code in it, which meant the PCI and IRQ allocation
happens better.

So now I'm going back to 2.4.19, applying the acpi patches to that, and
we'll
see how we go. (I've also got the winmodem drivers working, and a few other
things with the PCI fixes.) Woo Hoo!
