under /usr/src/  there are 2 linux  
linux-2.4       linux-2.4.18-3       (I tested both)

# cd /usr/src/linux-2.4.18-3/
[root@localhost linux-2.4.18-3]# make cloneconfig
make: *** No rule to make target `cloneconfig'.  Stop.

# cd /usr/src/linux-2.4
[root@localhost linux-2.4]# make cloneconfig
make: *** No rule to make target `cloneconfig'.  Stop.

Can't proceed further
