i guess they are different.  at least on audigy both two midi ports
are using different i/o ports.  they can be never mixed.
the fact that you can access the device even partly means that both
ports are mixed up on the hardware on the same i/o port.

or, possibly, there is a port assigned only for in or out on the front
panel - just a guess...
