Using Two Mallocs :
int *data;
int **arr;
data = malloc(sizeof(int) * nrows * ncols );
arr = malloc(sizeof(int*) * nrows);
for ( int i = 0; i < nrows; i++) {
arr[i] = &data[ i * ncols ];
}
