There is (at least) a PPA with qt 5.15 for focal, 
https://launchpad.net/~savoury1/+archive/ubuntu/qt-5-15
It is possible to put the name of this  PPA into the dependencies of your PPA 
and then you have qt 5.15 available for building your package.
Remarks: I am not sure whether that is sufficient, because in the PPA 
description there are also other PPAs mentioned that may have to be added.
You have to be aware that any package that requires qt 5.15 for building will 
most probably also need qt 5.15 as a dependency when running the software.
