It hasn't been litigated, but I suspect based on how R2702 is drafted it is
whatever the board happens to be at the time someone tries to call bingo. My
intent in general, though, is to not change the regulations mid-round, other
than to fix clear, inadvertent errors (e.g., what was just uncovered about
the ribbon events).
Here's an example Collar-drawn board for -last- round. I have a function
that produces a handy email for the recipient laying it all out:
