This seems reasonable to me (especially as the extra blots would tend to cancel it out). I think that, because this rule only applies SHOULDs, it could reasonably exist at power 1 (flipping the switch by scam would not be useful because it would be a reason to intentionally violate a SHOULD, which is something you can do if you have a good reason). -- ais523 Referee
