It accepted a CoE, reported the message to be in the proposal pool, and
*then* distributed it (after reporting that it was in the pool). So it
wasn't in the pool by the end of the message, even though it was
reported to be in the pool mid-message.
Ah, I see that now. Let's just say, in my defense, the lede wasn't quite
at surface level.
