I'm a little bit confused about how exactly elections work, it seems like the Notary election has been going on for a very long time. Anyway, If there is an election for the Notary office currently ongoing, I become a candidate. Otherwise, I intend, with 2 support, to start an election for the Notary office.

Per Rule 2154 (Election Procedure) and Rule 107 (Initiating Agoran
Decisions):

  * The nomination period starts when the election is initiated, and
    ends four days later.

  * The voting period starts when the Agoran decision for the election
is initiated, and ends seven days later (assuming quorum is met). An
election can also be ended by announcement if it has fewer than two
candidates. In this case, none of that has happened yet, so the
    election is still ongoing.

  * "Nominations close" is not tied to the end of the nomination period,
instead it occurs when either the voting period ends or the election
ends. Again, in this case, neither of those has happened yet, so you
    did become a candidate.
