I interpret this as "once per player per season". R2659 uses "Any player
CAN, once per week, <do something>", and it would be weird for those
rules to be interpreted differently. (Several other rules use "Once per
<time period>, the <officer> can <do something>", but in those cases the
only question is what happens if the office changed hands mid-period.)
