Didn't they start off automatic back when there were three of them (crystals
had one too), but we ran into the problem of folks forgetting about them and
reports self-ratifying that they didn't happen? There are tradeoffs either way.
For clemency, we could alternatively just give folks the power to expunge
half eir own blots once a quarter, but diminution doesn't have the right
incentives for that to work
