Proto-Proposal: The Weather

I'm not opposed to a weather-like concept per se, but to me this strikes me as likely to cause a number of attempted fee-based actions to fail. That is, it takes us in the opposite direction as the recent proposal 9234 ("Prix Fixe")

Another idea after some further thought...

Climate depends on season, as with the proto. Crops are tied to season X a non-empty set of feasible climates. Thus, you might not be able to plant a particular summer crop *every* summer. (Or maybe you could, provided its set of climates happened to be every possible summer climate.) Modifying the climate set of a crop would be another possible choice when exercising the genetic modification provision

This all could also replace P9248's mechanism, as it too provides unpredictability.
