Neither R2464 nor R2566 provides any such permission.

Wouldn't snail be the Promulgator and thus allowed to? Both R2493 and R2495 seem to point in that direction. (Granted, this isn't a Birthday Tournament so not strictly under R2495 but its language is suggestive.)


This is along the lines of a discussion that happened on Discord back in September about inconsistent verbs used for issuing regulations ("promulgate" versus "enact")
