I think a number of the concerns are directly or indirectly stemming from the untracked nature of the subgame. Do you view that as an essential component?
If it was handled more along the lines of ribbons (an officer tracks them; they get awarded by announcement), that would create additional administrative workload but it would also solve some of the other issues.
