The replied-to resolution purports to resolve the referendum on P9184 and explicitly includes the self-ratifying attestation under R2034. If the first resolution worked, this resolution is not actually a resolution, but it still purports to resolve the decision, so it triggers R2034. Explicitly including the statement addresses the issue the proposal is meant to fix. Publishing a second resolution can't make the proposal be applied twice because of item 4 of R2034/12 (and, even if it could, replacing the text a second time wouldn't do anything).
