It's pretty straightforward to calculate it for Agora, assuming Notices
of Diminution continue but no one accumulates any additional Radiance.
An NoD is just a bitwise right shift operation.
Right now, Juan's Radiance is the highest at 28 (11100 in binary). E'll
shine for 4 more NoDs and go dark at the fifth.
