Hmm... Currently my workflow is "copy the offices and complexity from
last time, then ensure the holders match the latest ADoP's report"
(since complexity changes happen rarely and I'm likely to notice them).

Ah, yes. I did mistake Pardons and Pendants so I read the default
allocation as 6, so not nearly as dire as I thought. Sorry.
