I don't think you can at the moment -- that was the crux of CFJ 4083 [1] and the reason for proposal 9161. If the Spendor had other duties you could deputise on one of them, but it doesn't.
The Assessor will likely be resolving P9161 any day now, though. Once e does, it's really up to you. I don't expect you'd be stepping on anyone toes if you're up for it. After all, I'm currently trying to kick the incumbent out of office!
