This doesn't actually provide a mechanism for the Referee to do so (likewise with the other similar obligations in this proposal) – it just states that it's possible. (In particular, it gives no indication of what a Notice of Clemency is – just labelling a message as one probably wouldn't be enough, because the rules don't state that a message labelled as a Notice of Clemency actually *is* a Notice of Clemency.) What's our precedent on how to deal with this sort of obligation? -- ais523
