I strongly oppose this policy. I petition the officer to reconsider it. Too complex of a text is not necessarily good enough for anything. While I agree that some sort of response is warranted, you are providing no mechanism for extending a deadline, and this will just create artificial evaluations – either unwarrented nominations, or preventive rejections. -- juan
