CFJ 4034 has been judged, and found that G. *didn't* withdraw eir
signature. So unless it's a paradox, it was Juan's plan that had the
most signatures.  So (assuming CFJ 4034 stands) we could have FALSE or
PARADOX, but not TRUE for this cfj.
