To clarify, declaring ritual numbers is none of the following:
- Performing a cabinet order (trivial)
- Assigning a judgement (trivial)
- Awarding ribbons (trivial)
- Once per week per report type, publishing a report
(If they are a published report, it is once per week per report type, so
(trivial).)
- Once per week per player, nominating for office (trivial)
- Once per week per player, voting (trivial)
