Thanks for this ruling. Reasoning seems solid. I will be getting my reports out soon.
I will say, it's annoying how often we've had rule changes fail due to pedantic issues (ie, the intended meaning is not in dispute but the literal meaning doesn't work). I'll be looking at a proposal to loosen that up hopefully soon.
