Question is, if the count is off by 1 out of (as of the last published FLR) 146, and no one notices right away, is that still "reasonably close" (R2505)? Do we want to rule that a choice purported to be reasonably close to a rule-mandated random weighting constitutes a self-ratifying statement of said claim?
