Before this gets pended, I wanted to mention that I disagree with this policy direction. For one thing, as I've mentioned before, I'm not enthusiastic about encouraging more finger-pointing at others. Also, if someone is committing violations to earn JCs, the violation is profitable and the penalty can be increased. Of course, you may disagree, and if you want to go ahead with this, that's fine. I wasn't even sure whether to bring my concern up at all at this stage, but people tend to prefer feedback earlier rather than later, so I did. -Aspen
