This isn't our current game custom, I believe - I say 'game custom'
because I can't think of any relevant cfjs, while we've let several
proposals award wins without inspection.  I believe the logic is that this
rules text:

>      When a proposal takes effect, the proposal applies the changes
>      that it specifies, except as prohibited by other rules.

that a proposal is not "prohibited by other rules" from causing winning,
and the phrase "applies the changes that it specifies" is sufficient
blanket permission from the rules - the rules don't have to be more
specific about R2449's "stating a win" beyond giving full permission to
the proposal to make any and all non-prohibited changes in any scope.
