I vote [Gaelan, ATMunn]. Neither seems super-interested in the role,
but Gaelan's speech seemed slightly less uninterested and e isn't
holding any other office right now.

For reference, here are the election speeches I found in a 2021-07-05
thread.

ATMunn:

Timeline:

a) 2021-07-04 23:50: Murphy purports to initiate a Registrar election,
   via a Notice of Election.

b) 2021-07-05 00:05: Aspen purports to initiate a Registrar election.

c) 2021-07-11 20:40: Murphy (above) purports to initiate the decision
   for Registrar.

Unless something more subtle is going on, I think (a) and (c) succeeded
and (b) failed, because of this from R2651:

    The above notwithstanding, an election for an office CANNOT be
    initiated if one is already in progress.
