Speaking officially as Treasuror, I would like to point out that this is remarkably similar to a proposal I myself drafted a while ago except that it's more focused on this specific change.
I truly do believe that a system like the one described in this proposal is better than what we have now. Charities will actually be funded the right amount each month, and the entire system just becomes more predictable in general. Additionally, despite the fact that the monthly message will ideally be automated and sent as soon as possible after the beginning of the month, the correct value will even be available beforehand.
