However, that's labeled as the strategy, not the text. Meanwhile, the thing after the second divider line looks a lot more like proposal text than the strategy does (but, by normal quoting styles, wouldn't be part of the proposal). I don't think the author's intention is clear in this case, which is why I think it's too ambiguous to have worked. -- ais523
