The reason you don't is so that Power-1 statutes can award black
ribbons, because awarding the ribbon is secured, but earning it is not.

Rule 2438 says:

>       Black (K): A statute CAN, as part of its effect, cause a person to
>       earn a Black Ribbon. When this occurs, this Rule awards that
>       person a Black Ribbon.


The proposal caused some people to earn black ribbons, so Rule 2438
awarded them black ribbons.
