My thinking was not to prevent paradoxes or that sort of thing, but more an instance where an unexpected interaction between two rules is intentionally used to get an advantage. I also don't intend for this to apply to any modified rules but only the initial text I draft and the original rules of Diplomacy because those aren't really written as part of the game.
