Yah, public. Kind of has to be "public", because the abbreviation has to mean "I'm not just quoting the forwarded message below, I'm sending it with the knowledge that it's going public and the intent that it have an effect". Otherwise it doesn't count as indicating an intent to do the actions. -G.
