It was more to stop a group of conspirators with enough support from
making an infinite number of contracts, but you're right that's probably
too much protection as long as there's at least 2-3 objectors to such schemes.

I also just realized that making it 1 consent to de-fund a charity means
such a group could block the de-funding fairly easily, hmm always tricky
to get those levels right...
