It's worth noting that petitions don't necessarily have to call themselves petitions. I did rule in https://faculty.washington.edu/kerim/nomic/cases/?3806 <https://faculty.washington.edu/kerim/nomic/cases/?3806> that petitions have to, at minimum, clearly be a "formal request," and it's probably pretty clear that this was a petition, but anything in between is subject to judicial discretion at the moment.
