I suggest the following annotations based on CFJ 3783: For rule 2143: "It is not possible to win an election after it has ended." For rule 2602, if all amendment proposals fail: "A player cannot use this rule to earn coins for a ribbon after e has earned another ribbon, regardless of the latter's type or whether e had it already."
