E's trying to earn a lime ribbon. E did this before for that reason, though not enough of the previous batch succeed for a lime, maybe on their merits. Whether that's a "scam" or not is up to you. (I mean, there *may* be some different reason but this is what e said when I was suspicious at the same behavior last time). -G.
