Might be worth clarifying that explicitly casting a ballot identical to one’s 
default vote does count for quorum.

Also, meta-commentary: for changes this long, IMO the proposal would be easier 
to read if it were written something like this (and word-wrapped properly):

Amend Rule 955 (Determining the Will of Agora) by replacing: {
If there is
more than one option, and the number of voters is less than the quorum of
that decision, the outcome is instead FAILED QUORUM. }
with: { 
If there is
more than one option, and the number of voters who cast valid non-default
ballots on that decision is less than its quorum, the outcome is instead
FAILED QUORUM. An entity is excluded from the count of voters for this
purpose if it was, at the end of the voting period, designated
quorum-ineligible by rules of power 2 or greater. }

This way, it’s a lot easier to quickly scan the text and find the start and end 
of the relevant sections, and compare the two sections.
