Another thing:  if these conditionals DO work, and you don't pay,
you're still breaking the rules.  As written, you have an auction
debt, and you are required to pay for the sole purpose of satisfying
your auction debt.  Whether or not a transfer happens after that is by
the way for satisfying the fee requirement.  I'm of a mind to
finger-point on this one!  (including at myself if I decide not to
pay).

This would be different if the rule wasn't written in two steps (pay
fee to satisfy debt, transfer lot if possible after payment).  If it
were written simply as "pay a fee to transfer" then the payment would
fail or succeed depending on whether the transfer happened (R2579).
