If ratification doesn't do everything we want, can't we just directly
write into the proposal how the gamestate should be modified?

E.g. "Change the gamestate, to what it would be if a-b and a-o's
publicity had been switched to Discussion at time X and then switched
back to Public at time Y".

We did this after I discovered that dependent actions were broken: see

There was a potential issue with rule changes, but I don't think there
were any rule changes during the period in question here.
